During the Middle Ages, Montenegro was annexed into the Serbian kingdom. When Serbia fell to the Ottoman Turks in the late 15th Century, Montenegro fell to the Turks in the years immediately after. For the next four hundred years, Montenegro would be under Turkish rule.
In the watershed year of 1878, Montenegro gained independence from Turkey, just as Serbia did. In these early years, Montenegro was distinct from Serbia. The nearby Austro-Hungarian Empire, concerned that Serbia would build a power “south slav” state to endanger their own empire, was determined that Serbia should not receive territory on the Adriatic coast. For this reason, Montenegro and Albania were held separate from Serbia.
This changed in 1918, when the Austrian Habsburg empire disintegrated. Serbia began to push for the long-awaited south slav, or Yugoslavian, state. Serbians dominated this new Yugoslavia, which encompassed Montenegro.
Yugoslavia would survive a Nazi occupation in World War II, falling under Tito’s communist party, which fought as Yugoslav partisans throughout the war years.
Tito would rule Yugoslavia in the post-war years, making Yugoslavia a Communist enclave. Tito showed the same iron will in dealing with the Soviet Union as he did in dealing with the Nazis, though, and Yugoslavia was never one of the Soviet Union’s many Eastern European satellite states.
Yugoslavia could not resist the influence of the disintegration of the Soviet Union, though. As former communist states throughout Europe gained their freedom and independence in the years 1989-1991, national movements in the various Yugoslavia regions became active.
By 1991, Croatia, Bosnia-Herzegovia and Slovenia were demanding to leave Yugoslavia. This led to the Yugoslavian Wars, where Serbians violently opposed secession movements.
Montenegro remained part of the lesser Yugoslavia, signing a treaty with Serbia that lasted from 1991 until 2006. After Serbia failed to keep the other former-Yugoslavian provinces from leaving the south slav state, though, Montenegro began to consider independence.
This began de facto in 1996, though Montenegrin targets were bombed by the US-led NATO coalition in the 1999 Kosovo War with Serbia. The slow process to independence continued in 2003, when Yugoslavia was dissolved in favor of the union of Serbia and Montenegro.
That arrangement was ended in 2006 with the Montenegrin referendum. Now, Montenegro is free to follow its own path. The next few years should bring new foreign investments to Montenegro, as well as many new choices on how to attract foreign investors. It is assumed one of those choices will be to open more resorts, and possibly more casinos.
